In the industrial era 4.0, the rapid development of science and technology affects various aspects, including the economy, energy, environment, ecology and education.
The Research Development Master Plan (RIP), which directs research management policies over a five-year period (2021-2025), has taken into account the development of needs, the USU RPJP 2015-2039, and the direction of national research policy.
Law No. 17/2007 on the National Long-Term Development Plan (RPJPN) mandates the national development mission of realizing a competitive nation. Competitive and superior innovation products are expected to be created from the creativity of the nation's children through increasing the mastery and utilization of science and technology through research, development, and application towards sustainable innovation.

Therefore, human resources (HR) that can implement attributes such as confidence, responsibility, creativity, collaboration and teamwork, honesty, hard work, open-mindedness, reflection, and innovation are needed. These human resources are expected to be ready to contribute to national development.

Prof. Dr. Robert Sibarani, MS, CIQaR, CIQnR, who was born in Toba Samosir on February 12, 1964, became a Professor of anthropolinguistics on 01-10-2001 with the Decree of the Minister of Education No. 21676/A2.III.1/ KP/2001, dated September 29, 2001.
The USU Faculty of Humanities Professor completed his doctoral degree at Universitas Padjadjaran Bandung on January 27, 1994, and participated in a postdoctoral program at Universität Hamburg in February-November 1994. In October-December 2011, she attended PAR (Program of Academic Recharging) at Universiteit Leiden, the Netherlands. From December 2013 to March 2014, she participated in the Scheme for Academic Mobility Exchange (SAME) at the University of Naples "L'Orientale" Italy—certified International Qualitative Researcher in February 2021 and Certified International Quantitative Researcher in June 2021.
His structural experiences are Rector of Universitas Tapanuli 1995-1999, Head of the Research Center for Society and Culture of USU Research Institution 2000-2005, Rector of Universitas Darma Agung for two periods 2002-2006 and 2007-2011, Head of USU Community Service Institution 2005-2011, Director of USU Graduate School 2016-2021, Head of USU Research Institution 2021-2026. In professional organizations, he is Chair of the Oral Tradition Association (ATL) North Sumatra Region (2017-2022) and Chair of the Business Division of the Central Oral Tradition Association (ATL) (2017-2022); Chair of the Postgraduate Leadership Forum (FORPIMPAS) Western Region of Indonesia 2018-2021; Chair of the Indonesian Anthropolinguistics Forum 2020-2025; Vice Chair of BPP HKBP (2021-2024); Chair of the Batak Center Regional Executive Board of North Sumatra Province 2022-2027).
He has been a visiting professor several times, such as at the University of Munster, Germany, in 1996, Tohoku University (2016), the University of Cologne, Germany (2018), the University of Naples L'Orientale, Italy (2018 & 2019), and the University of Hamburg, Germany (2019). Several cooperation papers have been signed with overseas universities, and internationalization programs have been followed up with.
As an academic, he has written dozens of books in the field of oral tradition or cultural tradition such as Local Wisdom (2012) Character Building (2014), Marsirinpa: Gotong Royong in Toba Batak Society (2016), all three of which have received intellectual property rights, Local Philosophy: The Search for Wisdom (2022) and has published dozens of articles in reputable international journals including those indexed by Scopus (35 documents), Thomson Reuters (1 document), and Copernicus (39 papers). In Scopus, he already has an H-Index of 11. In 2022, AD Scientific Index selected him as one of the World's Top 100 Indonesian Scientists and University Social Sciences Scientists in Indonesia 2022.

Sejarah Research Institution USU

The Research Institute-USU was established in 1970 under the name Institute for Research and Community Service, abbreviated as LPPM, and chaired by Prof. Andreas T. Barus, M.Sc. In 1982 / 2005, LPPM-USU was separated into 2 (two) institutions.
